What is a wireless card for a laptop, and do you obligation to find some form of wireless service for it?

My nephew is within the Army, and he wanted me to find him a laptop computer, but I don't construe how the wireless thing works. Some laptops come near wireless cards and some don't. I'm lost when it comes to laptops and what they need to work contained by the wireless capacity. Can someone please explain the wireless card article to me and how it works? Thank you
